On December 4, 2025, Vietnam informed the WTO of the draft of the "National Technical Regulation on Power Batteries for Electric Motorcycles and Electric Mopeds" (G/TBT/N/VNM/383), proposing to impose mandatory safety and performance requirements on all lead-acid, nickel-metal-hydride and lithium-ion batteries produced, assembled or imported in Vietnam. The deadline for the review of this regulation is February 2, 2026. It is expected that after implementation, it will become a "hard threshold" for electric motorcycle batteries to enter the Vietnamese market. Relevant export enterprises need to make early preparations for compliance work!
The scope of application of the new regulations
All batteries for electric motorcycles produced, assembled or imported in Vietnam, including lead-acid batteries, nickel-metal-hydride batteries, lithium-ion batteries, detachable and non-detachable batteries, etc., must comply with the new regulations.
The main technical requirements of the new regulations
★ Marking and structural requirements: The battery must be clearly marked with positive and negative poles, and the casing must have no damage at all. The core parameter markings such as rated voltage and capacity should be durable and not prone to wear and tear.
★ Electrical performance requirements: The rated capacity retention rate requirement is stricter than the common international standards, among which nickel-metal-hydride and lithium-ion batteries need to reach 100%.
★ Safety test requirements: Multiple key tests have been added or tightened, including drop test, water immersion test, vibration test, external short circuit test, etc. After all tests are completed, the battery must have no safety hazards such as leakage, fire, explosion or rupture.
New regulations on certification and management requirements
★ Sample requirements for testing: Four finished samples of each battery model must be provided, and the tests must be completed in a laboratory designated or recognized by the Vietnam Registry. Overseas test reports (such as CB, UN38.3) are for reference only and cannot replace local testing.
★ Document requirements: Complete manufacturer information, product technical parameters, design drawings and user manuals, etc. must be submitted. All marks and documents must be provided in Vietnamese to avoid language issues affecting the certification progress.
★ Marketing authorization requirements: After the new regulations are implemented, relevant battery products must obtain a quality and safety certificate issued by the Vietnam Registry before they can go through customs clearance procedures and be put on the market for sale. Products without the certificate will be prohibited from entering the country.

1. Keep abreast of regulatory developments in a timely manner: During the evaluation period, enterprises can provide feedback to relevant departments in Vietnam based on their actual situations. At the same time, they should closely monitor the final implementation time and detailed adjustments of the regulations to ensure information synchronization.

Conduct compliance assessment in advance: Conduct a comprehensive inspection of existing products against the technical requirements of regulations, sort out the gaps between the products and the new regulations, and optimize the production process, product design and labeling standards in a targeted manner.
3. Layout local testing and certification: Connect with laboratories recognized by the Vietnam Registry as early as possible, understand the testing process, cycle and cost, and prepare samples and relevant documents in advance to avoid order delivery being affected by a long testing cycle.
